About Our Housing Rehab Program
NeighborWorks Umpqua operates the Douglas County Housing Rehabilitation Program which offers zero interest, deferred payment loans to homeowners based on documentable equity, to make needed repairs to their home.
These loans are funded by Community Development Block Grants and NeighborWorks Umpqua, as the lender, is obligated to abide by CDBG guidelines. Funds are only disbursed for completed work; contractors must complete a sub-portion of the project, then invoice for a mid-work draw. The balance is paid to the contractor upon project completion, approval by homeowner and NeighborWorks Umpqua, and final inspections and sign-off of all Permits by the Douglas County Building Dept.
Bid opportunities may also include projects funded through the Neighborhood Stabilization Program. NeighborWorks Umpqua may purchase a foreclosed home, rehabilitate the home and sell it to a first-time homebuyer. Eligible contractors would be invited to bid on these projects as well.
Mutual Self-Help Housing Program
In this program, groups of families work together with volunteers to build the homes. NeighborWorks Umpqua typically builds 10 homes per project and provides on site instruction as well as project management and oversight. We bid out those tasks that require licensed contractors, such as electrical, plumbing, and roofing.
Mutual Self-Help Housing is funded by USDA-Rural Development, Community Frameworks (SHOP funds), and NeighborWorks America Capital funds.
The basic qualifications to be eligible to bid on NeighborWorks Umpqua's housing rehab or new home construction projects are:
- Licensed General Contractor
- Current Liability Insurance
- Current Lead-Safe Work Practices Certification (not required for new home construction)
- Acceptable History per State of Oregon Construction Contractors Board, including no pending disputes or unpaid CCB Orders
