Ownership and management understand that this is income- and rent-restricted housing, and many applicants may have or have had credit challenges.  We base our decisions on a predictive-model, so, specific requirements aren’t available. Our process does not screen out for medical collections, bankruptcy, or foreclosure. Heavier emphasis is placed on payment of rent and utility obligations; however, we cannot tell you your likelihood of being approved.

Unlike subsidies such as Section 8 housing, where your rent is directly determined based on your income, these apartments will have fixed, below-market rents established by the U.S. Department of Housing and Urban Development (HUD) and the State of Oregon. HUD monitors the rental markets and sets income limits for each county in the country, and our affordable rents are adjusted annually based on that set of limitations. There are different rental rates available based on a range of income between 30% to 60% AMI. There are a minimal number of apartments available at the lowest rental rates. These apartments tend to fill very quickly and do not come available frequently.

Yes. Primarily we are looking for violent and drug-related convictions related to the distribution and manufacture of a controlled substance.  These types of convictions, if found, are excluded from housing, and appeals are not considered.  There will be an appeal process for other criminal convictions that will take into consideration the nature and age of the conviction relative to housing.

 

The application for affordable housing funded by government programs is rigorous. There is a lot of paperwork, much like buying a house. The income certification process will require 3rd party verifications of income, check stubs, bank account statements, social security income verification, and disclosure and verification of assets. The application needs to be completed fully when submitted, and these certifications will need to be 120 days current, so this work needs to be completed close to the application submittal period. Please see additional instructions within the application packet.

Deer Creek is permanent housing. Provided a resident remains in good standing with their lease, there is no time limit on their tenancy.

The applicant would need to sign the application, but a case manager can help the applicant submit a completed application.
